Contact: Delmarva Foundation Welcomes New Employees Hanover, Maryland, October 23, 2007 – Delmarva Foundation for Medical Care, Inc., an Easton-based non-profit healthcare consulting organization dedicated to improving the quality, safety, efficiency, and integrity of healthcare, is pleased to announce many new additions to the organization. Carmen Tyler Winston, MHSA, BSN, BA , Vice President, Quality Improvement Programs - Ms. Winston joined Delmarva in January of 2004 as Director of Quality Improvement Programs. Prior to assuming the position of Vice President, Quality Improvement Programs, she was Director of Doctor Office Quality - Information Technology (DOQ-IT). Ms. Winston held a number of leadership positions with the National Committee for Quality Assurance (NCQA) including Director, Survey Management and Accreditation Manager. She has a master’s degree in Health Services Administration from George Washington University, a bachelor’s degree in Nursing from Cornell University, a bachelor’s degree in Biology from Clarion State College, and is a Certified Professional in Electronic Health Records/Certified Professional in Health Information Technology (CPEHR/CPHIT). Bonnie Noble, RN, MA, CPHQ, Vice President for Healthcare Quality and Patient Safety - In this role Ms. Noble will lead the work associated with the Maryland Patient Safety Center, MHCC, AHRQ and other special projects. Ms. Noble comes to Delmarva from Lumetra where she was Director of Operations. She has extensive experience in leadership positions in quality improvement and home health as well as a background in process improvement in a variety of healthcare settings. Bonnie is a PhD candidate in Organizational Psychology through the Marshall Goldsmith School of Management/Alliant International University where she earned a Master of Arts in Organizational Psychology. She has a bachelor’s degree in Business from Excelsior College and an associate’s degree in Nursing from Santa Ana College. She is a Certified Professional in Healthcare Quality and holds a Lean Methodology Certification. Nancy Jane C. Friedley, MD, Medical Director - Dr. Friedley comes to Delmarva from Good Samaritan Hospital in Maryland where she was Chief of the Division of Geriatric Medicine and Medical Director of the Good Samaritan Nursing Center. Dr. Friedley has over two decades of clinical and academic experience, with faculty appointments at the Johns Hopkins School of Medicine and the University of Maryland Medical School. Dr. Friedley holds a Certificate in Business of Medicine from Johns Hopkins University, a Doctorate of Medicine from Tufts University School of Medicine, a Masters of Medical Science degree from Rutgers Medical School and a Bachelors degree in Mathematics from Cornell University. She has published articles in the areas of inappropriate medication prescribing in the elderly and education of physicians in End-of-Life and Palliative Care. “Delmarva Foundation is essential to the process of quality improvement in healthcare for all seniors living in Maryland and the District of Columbia,” said Friedley. “I am looking forward to collaborating with the outstanding team of experts at Delmarva.” Anne Millman, Project Manager - for the new MRSA Collaborative work that Delmarva Foundation is doing in Maryland and the District of Columbia. Ms. Millman comes to Delmarva Foundation from the faculty of the Johns Hopkins School of Public Health where she worked on numerous projects in quality and patient safety and was the Project Manager for an AHRQ-funded center designed to conduct rapid turn-around research on a variety of clinical topics. She also worked with the School of Medicine’s Quality and Safety Research Group which has pioneered numerous methods of determining, implementing, and evaluating indicators of quality care. Ms. Millman has Master’s degree in Technical and Scientific Writing and has co-authored several papers in the healthcare quality and patient safety literature. Linda Masterson, RN, BS, CPHQ, Advancing Excellence Campaign Quality Manager for Delmarva’s Quality Improvement Organization nursing home team - Ms. Masterson recently retired from state service. For the last six years, she has functioned as the manager of the Technical Assistance Unit at the Office of Health Care Quality (OHCQ). She was responsible for designing and implementing the Quality Assurance survey for Maryland Nursing Homes. Ms. Masterson also worked as a long term care coordinator for two years. Prior to her career with the State, Ms. Masterson spent 26 years on active duty and reserves for the US Navy. Her clinical experience includes operating room, emergency room, primary care, and medical surgical nursing. Linda Vento, Project Director, External Quality Review (EQR) Team - Ms. Vento has worked over the last seven years in the Healthcare Effectiveness Data and Information Set (HEDIS) and Pay-for-Performance measurement arena as both a project manager, for the Medical Record Review component of the HEDIS audit with KPMG, LLP, and then as a Certified HEDIS Compliance Auditor (CHCA). She managed approximately 52 health plans nationally for the HEDIS Medical Record Review (MRR) and performed HEDIS and Pay-for-Performance audits for clients both with KPMG and DTS Group. As a consultant, she has worked with Managed Care Organizations (MCOs) in preparing for their HEDIS audits and in significantly improving their performance rates. Donna Dicarluccio-Woods Business Development Manager - Ms. Dicarluccio-Woods, was currently employed by Delmarva, as Senior Contracts Administrator, responsible for reviewing contracts, preparing appropriate subcontract and consultant agreements, and drafting appropriate correspondence in negotiating contract resolution for corporate prime or subcontract efforts. Ms. Dicarluccio-Woods earned her Master’s Certificate in Commercial Contract Management from George Washington University School of Business in Washington, DC. John Motto Business Development Manager - Mr. Motto comes to Delmarva from the Keystone Peer Review Organization in Harrisburg, PA where he was Proposal Manager responsible for preparing proposals and other business development documents and managing the proposal process for the health care management company. Mr. Motto earned his Master’s degree in Health Care Administration from George Washington University in Washington, DC.
